Rollout of the Intelligent Transport Monitoring System(ITMS) – New Registration plates in Uganda

The Government of Uganda partnered with Joint Stock Company “Global Security” to launch the Intelligent Transport Monitoring System (ITMS) project, aimed at addressing the challenges posed by the increasing number of motor vehicles in the country. 

The specific objectives of the ITMS are:

    1. Crime management through detection, tracking, identification and recognition of all vehicles operating in the Country;
    2. Provide for additional benefits like:
  • Improved revenue collection (by URA) at the point of vehicle and motorcycle registration;
  • Improved traffic management (by Uganda Police Force being able to track and apprehend traffic rules violators); and
  • Reduction or elimination of duplicate registrations of vehicles / motorcycles as the case has previously been. 

The ITMS will also simplify the process of issuing traffic fines, which will positively affect driving behavior; improve computerized policing and identification of criminals or violators will be made possible with the new license plates. Overall, the ITMS rollout is a significant step towards enhancing Uganda’s transportation sector.

On 1st November,2023, the roll-out of the new registration plates for Government vehicles was launched and is expected to be concluded on 30th October, 2024. Overall rollout of the Project is underway, with mass installation scheduled for 1st November,2024 to cover private motorcycles and 6th January, 2025 for the private motoring public.
