Public Service Leadership Excellence Programme - Segment 5
As part of the Public Service Leadership Excellence Programme (PSLEP), Permanent Secretaries led by the Head of Public Service and Secretary to Cabinet embarked on a field visit from 15th – 19th September 2025 under the theme: “Translating Leadership into Results through Field-Based Engagements.”
The programme, designed to bridge the gap between leadership and frontline realities, took the officials across key service delivery points in Kampala, Wakiso, Jinja, Bugiri, Busia, Bulambuli, and Mbale. Visits included Mulago National Referral Hospital, the National Identification and Registration Authority (NIRA) Head Officers, Central Police Station, Zonal Land Office, schools, health facilities, Busia border post, and Mbale prisons, among others.
Central to the visit were barazas (community dialogues) held in Wakiso and Mbale. These open engagements allowed Permanent Secretaries to interact with local leaders, civil servants, service users, and citizens to gather feedback, build consensus, and co-develop solutions to pressing challenges.
Objectives of the Visit
The objectives of the field visit were as follows:
- Assess the state of service delivery across priority sectors.
- Engage communities to co-create workable solutions through structured dialogues.
- Develop time-bound interventions based on field insights.
- Align findings with sectoral and programme planning for FY 2026/27.
Outcomes
The field visit was a success, yielding real-time insights into the state of service delivery, strengthening collaboration between government sectors and local actors, and generating evidence-based recommendations to inform the 2026/27 sector workplans.
This exercise signalled a shift from conceptual leadership training to practical, results-oriented action, reinforcing Government’s commitment to delivering effective, responsive, and citizen-centered public services.
